Solar Tower Collector For Forested Area

While contemplating what to do with my antiquated pump house I decided to figure out a way to get more solar panels into the thick-shaded environment to possibly pump it with photo-voltaic power. Here's what I came up with.

I'm not too certain yet of the angled laddering system in order to work on the panels, etc. all the way up to forty feet in height. (An average Ponderosa, as I have all around me, is thirty-five feet high.) I just imagine a way of preventing a dropped tool from going the entire distance down.
